misleading rule

So i had the following situation:

a hummingbird redneck follows our heli from within our safezone.
I made a report as the rule about Spawn Camping says as following:

You are allowed to spawncamp granted that you DONT ENTER THE ENEMY SAFEZONE, with the EXCEPTION OF AIR VEHICLES CHASING ENEMY VEHICLES BACK INTO THEIR SAFEZONE.

So i made the report and the admin told me it was allowed, i had a discussion with him and told him the rule is written down wrong in my opinion.
Admin told me it was allowed as the hummingbird redneck was hovering / moving slowly and therefore being a easy target so it is a fair game.
Overal this makes sense to me but if that is allowed the server rule isnt formulated correctly.

I am not here to complain but i am here to make the rules easier for all of us.

So my suggestion / question is if this rule could be formulated correctly as currently is it misleading.......

Spawn zones also have a vertical aspect to them. Once you enter a helicopter and start to raise in elevation you will eventually hit the ceiling of the safezone and become vulnerable. Most of the time these redneck pawnees sit at a height that is well above the said ceiling, once they spot a enemy bird start to leave spawn, they dive into the safezone to chase it. Technically it isn't breaking any rules as they are not sitting in the spawn, but above/beside it.

We will discuss the way the rule is written and make any changes if we decide it needs to be changed.
